S&#8217;ha de valorar si aquest tipus d&#8217;empreses constitueixen un greu atemptat als fonaments de l&#8217;Estat modern i als principis de l&#8217;Estat de Dret o si comporta riscos sobre la poblaci\u00f3 civil. Creiem que s\u00ed. Les empreses militars i de seguretat privades s\u00f3n al segle XXI els nous corsaris que ja van ser abolits en l&#8217;\u00e0mbit internacional al segle XIX. Aix\u00ed doncs, assistim avui dia a un retroc\u00e9s.
