Following a brief review of the various revisions of the treaties on which the EU is founded, the first section examines the issue of the legal nature of the Treaty establishing a Constitution for Europe. From this perspective, the second section analyses those aspects of the treaty that could potentially lead to its formal adoption as a constitution, currently a distant prospect due to the considerable international dimension of the entire integration process. The third and final section examines the extent to which the proposals included in the treaty support a certain intergovernmental process that presently seems to be implicit in the process.
