Historically, Europe knows a lot about refuge and the right of asylum. Removed from the events of World War II and international refugee flows, asylum was seen as a human right by international law. A human right of all people subjected to political persecution.
Today, when Europe has to receive refugee people in its territory, the behavior and politics of a large majority of States seems to have transformed the concepts. That is why we ask ourselves: Is it a human right? Or is it a power that states decide to grant, according to international treaties?
This conference aims to analyze what is being reacted by Europe to the challenge of the refugees who want to reach Europe, the breaches in the reception commitments and the international responsibilities, either by action or by omission, before the deaths of thousands of people in the Mediterranean and the subhuman situation in refugee settlement camps.
