Closing ceremony of the course “The Internationalisation of Local Government”

16 Jun 2026

This morning, on 16 June, the closing ceremony of the second edition of the course “The Internationalisation of Local Government: Tools and Practices for Promoting Municipal External Action”, jointly organised by the Catalan Association of Municipalities and CEI International Affairs, was held.

Over five months, senior and technical staff from local authorities interested in internationalisation have deepened their understanding of the role of local government within the framework of global governance, analysing the European institutional context and the main dynamics of municipal external action. At the same time, participants had the opportunity to develop municipal internationalisation strategies, as well as to acquire practical tools for their implementation at the local level.

Throughout the three modules, the course combined theoretical and practical sessions. First, it addressed the foundations of the internationalisation of local government, coordinated by Andrea Noferini, Director of the Preparatory Programme for the Diplomatic Service Examination at CEI. Second, it focused on tools for the strategic internationalisation of local governments. Finally, a third practical module was dedicated to the design and development of an internationalisation strategy applied to each participant’s municipality.

Closing ceremony

During the closing session, the event was attended by Ms Eva Batayé, Training, Programmes and Publications Officer at the Catalan Association of Municipalities; Ms Mireia Huerta, Head of International Relations at the same institution; and Mr Joaquim Llimona, Director of CEI.

Prior to the ceremony, participants presented their final projects, marking the conclusion of the course. Diplomas were then awarded by Ms Mireia Huerta and Mr Joaquim Llimona.

Held at the CEI headquarters, the event marks the conclusion of a new edition of a programme now well established between both institutions and reaffirms CEI’s commitment to promoting the internationalisation of local government.
